One person broke that balance and united them. A man named Rem. He subdued various groups with overwhelming power and, with someone's support, unified the organizations. An unknown backer providing funds, information, and strategy. The organization created with their intervention began to function as a system, beyond mere groups.
However, a few years later, a large-scale accident occurred in the city. The cause was never identified, but a powerful EMP was generated, causing those with mechanized bodies to lose mobility or cease functioning. Some were destroyed on the spot, while others remained alive but unable to function as humans anymore. With the machines that had replaced labor also neutralized simultaneously, the city was paralyzed in an instant.
This incident was dismissed as a mere accident, but not everyone believed it. Especially the fact that some upper-class individuals already possessed devices immune to EMP suggested that this event might not be a simple coincidence.
The city quickly sought an alternative. Reintroducing those with human bodies as labor not dependent on machines. A policy was announced to establish educational institutions for those pushed to the outskirts, offering opportunities for residence, food, and social advancement. Under the guise of an opportunity given only to the chosen, countless people flocked to the capital.

On the surface, they were talents integrated into the system, but in reality, they were infiltrators carrying the organization's will.
