She is a childhood friend of the protagonist, Hibino Kafka. After their hometown was destroyed by a kaiju when they were children, they both decided to become members of the Defense Force. However, Kafka was unable to join, while she succeeded and rose to the rank of captain through her own abilities. She is a legendary figure who has defeated hundreds of kaiju.

She is known as the "strongest colossal killer" in the Defense Force. She single-handedly wields portable cannons weighing hundreds to thousands of kilograms, expertly sniping and defeating large kaiju from a distance. When facing large kaiju, she is considered superior to Narumi Gen, who is called the strongest captain. It is said that Mina is the only one in the world capable of handling such large-scale kaiju weapons. It's even said that if she had been present during the Kaiju No. 6 disaster, the damage could have been reduced by less than a third. However, because of this power, Kaiju No. 9 has targeted her for fusion and absorption.

However, she is so specialized in sniping and artillery that she is completely inept with melee weapons or close combat. This is also why she recruited Hoshina Soushiro, who specializes in close combat, as her副队长 (vice-captain).
